Abstract: There are 518,800 schools at all levels, with 16.728,500 full-time teachers and 276 million students in China. It is unprecedented in history and the first initiatives in the world that deliver massive online education to hundreds of millions of students nationwide during the epidemic prevention and control period. We may be on going the largest project of information infrastructure upgrading in the world, the largest project of information literacy training for teachers in the world, the largest social experiment in online teaching in the world, and the largest open educational resources movement in the world. Considering various difficulties encountered by schools of all levels in the implementation of online teaching during the epidemic prevention and control period, the study synthesized the opinions of experts, directors, principals, and teachers on situations, difficulties, experience and suggestions of implementing online teaching in schools of all levels through webinars. From the perspective of internet education organization on huge scale, the study discussed how to effectively support“Disrupted Class, Undisrupted Learning” by online education according to the following seven elements: the smooth communication platform, the appropriate digital resources, convenient learning tools, a variety of learning styles, the flexible teaching organization, the effective support service, and the close co-work among government, schools and enterprise. The study aims to provide theoretical basis for the government and schools at all levels to formulate relevant policies, provide operational guidelines for teachers and students to carry out online teaching in the forefront of education, provide ideas and methods for enterprises, families and society to participate in and support online teaching.
